I've helped set up a Hollaback group, and what we found to be strongest aspect of it wasn't the fact that people could tag locations, but that women could share their stories. It was a great opportunity for people to share their experiences, not feel so alone, and to also let people build a social community.
Creating an analogue experience, that focused around the sharing of experiences and ideas is also much easier than location tagging, particularly with the use of whiteboards as Meena mentioned and similar tools.
