Stigma around seeking out kit: In Europe hospitals used to have a creepy but useful feature - a warm drop off compartment in which mothers could anonymously leave their unwanted babies.
Translation:
- storage of kits in a neutral and shielded place, it probably needs to be manned to avoid plain theft.
- send SMS to specific number to order delivery

Hi there,
oxygene cartridges - honestly, I don't know, this is a brainstorm. However, it might be worth taking a close look at scuba diving equipment, there are minimal rescue packages available.
Maybe one cartridge is enough to keep the pressure inside higher than outside. This would be a cost cut. The oxygen cartridge might be enough.

How to take it on or off?
On: I can imagine this works like putting on a sweater. It could be neatly folded inside an large envelope or container.
Off: maybe there is a mechanism similar to the zipper on a wetsuit, that allows you to open the gear with a simple motion while covering the potentially contaminated outside.

Absolutely, let's not reinvent the wheel, there must be tons of kits. Concerning promotion of such a thing - I'd almost say, that communities/municipalities need to step in. This is not a problem of West Africa but also one of Madrid, Hamburg or Dallas. Why not send a map to every household? This needs to be a large scale and thorough initiative.
