Working with Surfrider Foundation for many years, this is my biggest concern with the sachets - recycling. Plastic seems to be a necessary evil in all walks of life these days so the idea of a 'deposit' on the sachets is a brilliant idea. The bottle deposit law in Michigan ($.10/bottle or can) made a magnificent change in the landscape. People return the bottles/cans instead of just throwing them out or throwing them along streets, highways, waterways. Great idea!
As with Sikandar and Jenny, I agree on this thought pattern as well. If there isn't acceptance or buy-in from the community help can also be construed as 'here comes someone to tell us what to do'. The community must take ownership of both the reason why clean water is good for them and ownership of maintenance. VERY curious that the ag loan money was used for everything but ag yet it sounds like that issue was overcome by restructuring the loan program.
