Loomio is visually a lovely platform, but the challenge is to build infrastructures that are a bit more nuanced and sustainable for knowledge sharing.  Although it's not perfect, OpenIDEO is at least attempting to address a more systems level approach by tracing the ideas/inspiration/strategy to execution part.  What's now needed is ways to take things past implementation and more into metrics and ways to manage projects and build off of one another while also seeing ideas from across topics.  I'm not sure any software does this effectively yet.

I love the idea... I wonder if there's a way to integrate all of these into one platform, or pick out aspects that are the most useful...

I think this is interesting - it picks up on the idea of participatory design. I would worry that if it's not done properly that it could be complicated for the average citizen who's not well versed in local policies - heck, the American system of politics is confusing enough for the folks who live here. But it's an interesting idea, and I think if we matched up sister cities or similarly matched areas (by population etc.) it could be worth exploring. It would also be an interesting way for innovations to occur since the citizens involved in the community might be able to see linkages and create new ideas from being involved since they're not the usual stakeholders in policy development.
