Cool idea, local libraries are a great place for people to come together and be creative, also they have really great resources. A workshop could be held at the library once a week to tackle design problems. Others could also put forward design problems for the next week, allowing enough time to think and explore the problem.
Great idea, I agree that we need to focus on asking more questions rather than finding the solutions. We can learn a lot more by doing this, by raising your hand you are building the confidence to speak out loud to your peers. Training teachers to encourage students to ask more questions is a great way to go about it. This would lead to students having interesting discussions which would be a lot more fun than trying to find the answer.
This reminds me of my primary school days when we were given individual white boards. As soon as we got them the first thing everyone would do is doodle. What ever was in our minds at the time would be drawn and it was so fun! I think this is a great idea as students can customize their own cases as well as showing everyone else their work.
