Nice video. Social pressure is an amazingly powerful tool in many situations, incorporating it into a recycling strategy would likely lead to positive results just like it has done with energy usage. the main barrier would be actually measuring the quantity of waste that is going to recycling. its unlikely you could do it on a per house hold level but as you say it may be possible to do it on a neighborhood level. in fact it may be the case that many local councils already collect basic metrics on a less granular level. if the detail of the reporting could be improved and fed back to the home owners then that might be a start.
