As for legal restrictions, UAViators (http://uaviators.org/) provides comprehensive overviews of the individual country guidelines and how to approach them. Again, something the Rigi Team have been closely involved in.
As for community engagement, our team were founders of Drone Adventures (http://droneadventures.org/) which deals a lot with ensuring community buy-in at the early stage of drone projects. The aim is for our implementation model to handover to licensed local providers to ensure that operations are sustainable and can benefit the local community economically and through faster service provision.
