Hi Mathieu,
I am a fan of this idea! I think it makes perfect sense to utilize a space like a school in an "off season" time. My suggestion to your idea is that while I like the emphasis on the RSS and technology, I wouldn't limit it to that. There could be art classes, language classes, or cooking classes. Whatever is available in a given community could be embedded into this great idea!
