I have been researching this very idea. Definitely see if your set up fits with the rules of safe food transportation ( ) The page says the following are exempt: 
-Shippers, receivers, or carriers engaged in food transportation operations that have less than $500,000 in average annual revenue

-Transportation activities performed by a farm

Having trucks to either deliver after farmers' markets or from wholesale produce markets / distribution centers to reach food deserts and home bound people is such a SIMPLE answer to this problem.

I wonder if doing this under the purview of a farm would fit the bill.

Ideal is to be able to do this safely while minimizing the cost of truck setups. I saw a step van that had a ventilated rear door and so cool air would flow through. Or maybe dispatch farm trucks DURING the farmer's market!
