One laptop per child has a great model for creating educational opportunities for kids in the developing world but they rely on proprietary hardware. What about sending used laptops with open source software to older students in similar situations?

There are a number of charities that currently accept used cell phone / other electronic device donations. They raise funds for their work through recycling/reuse of these devices.

This I like very much because it assumes that as technology advances so quickly, certain things are destined to become outdated and need to be replaced. This makes sure there is somewhere for them to go. Credit/debit cards really make this possible so that you could lease a product for a period of years and pay up front or as you go and so that they can charge if you don't return. Another thing to consider is that if companies provide a good incentive for returning to them rather than reselling on ebay or something, they can also lease more "certified refurbished" versions for models that are slightly outdated but still functional for a discounted rate.

It might be better to have the envelope be something you can order online or pickup at a store or have shipped with your new phone. Shipping a return envelope for an old phone with a new phone might help mitigate the "excuse to change" problem Cecilia mentioned and people like me are less likely to loose or recycle the envelope before it's time to change phones.
