So I am not too sure of the low-level details of the privacy laws you cite, however, privacy and identification I believe mean when I associate a face with a name or other form of ID, such as a phone number. If a phone number can be collected when the caregiver or the mother comes in for antenatal or childbirth, then that data can be anonymized, such that there is no face or name to go with that number. All the backend system would recognise is that a child was born on XX date, is male/female and is linked to that mobile number. This is a minimum requirement for a functional system. For caregivers adamantly against sharing information, this is where the community social influencer's role can be leveraged. Also, we have to accept that for such systems when newly launched, the expectancy of 100% uptake is unrealistic. Even when the system is mature, you'd still not expect 100% uptake. Thanks once again!
