Have you thought about looking at other collaborative consumption http://www.collaborativeconsumption.com models? It reminds me of a mix between Task Rabbit (running errands for your neighbours), Good Gym (running to see an elderly person who needs company) and AirBnB (renting your home to someone while you're away) - there's definitely a combo here you could learn from and prototype from!

could it be based on a chat roulette http://chatroulette.com with guidelines/tasks to acheive on the platform? There could be weekly/monthly points that could be earnt for discovering new things about different cultures or if you don't speak their language, explain how you managed to communicate etc
