Unfortunately, I don't believe that's the real solution. We have to accept that there is a structural change with the labour market that we will never achieve full employment or even closer to the employment level that we had in the absence of technology break through. Automation and robotization will only reduce the overall employment in the society. Even when we fixed the youth unemployment in a very hypothetical world, there will be unemployment elsewhere if we don't adapt our knowledge with the pace of change in the technology. This is a ripple effect. There should be re-education program for all adults every 10years!

The easy starting point is asking local government to impose corporation to give out mandatory internship opportunities, in return for tax rebate. But that won't cure the deeply rooted social problem that caused youth unemployment. It is like curing a cancer patient with paracetomal. It will reduce the symptom. Government could also enforce union reforms and labour regulation reforms.
