what you say makes sense in the context of cell phones without browser/apps. However, the solution discussed is an app, even "similar in some ways to Facebook".

Conceptually I find this idea very interesting Nes Von Aissa 
1. Can you clarify why can't people use facebook (FB) or twitter (t) to voice their incidents?
2. What makes your app better than using the already existing services (FB, t)?
3. What if you build on existent social platforms? For instance, if I report an incident, others in FB or t could comment on it, add more detail/perspectives making the incident better described and at the same time validate it to some extent.
