Great idea! I would like to hear more if you plan to incentivize the program in any way to reward mothers for assuming a formal mentoring role? The structure of your concept seems like a great way to build community-based leadership in ECE and empower peer level sharing of knowledge around best practices!
Great concept intimately tied to human centered design. Critical to understand the cultural and social contexts at very local levels to tell the true story of where access is a concern and where other barriers or beliefs might limit the reach of quality ECE programs. I believe an organization local to Philadelphia might be of interest as you dive deeper into collection of qualitative and quantitative data, Public Citizens for Children and Youth: http://www.pccy.org/about/. Of particular interest might be the report section, with reports such as the "Left Out" seeming very relevant and a potential reference for design: http://www.pccy.org/report/left-regional-reports-child-well/. Just a thought. Best of luck in this worthy endeavor!
