Competitions, annual (or bimonthly/monthly) Photo challenges, that influence citizens/volunteers design & shape the formats & rules each time. This involves them in the process, and can inspire people to look at their home streets in brand new ways.
Turn the energy consumption and recycling data that is currently only used by planners into an open source live commentary on our environments. Promote competitions and prizes for the towns, developments, blocks and individuals that contribute most.
Have open competitions to crowdsource artworks, infographics and get new creative ways on how to show the good benefits with riding on collective transports instead of each citizen driving alone in their own car.

I am thinking holistically, renewables will be needed, reducing power losses and effectivising domestic appliances and industrial uses of electricity will be of equal importance, and systems can focus on both, simultaneously and parallell.
It would be silly to develop an App for one purpose only, and ignore the potential to use it for similar purposes that are interconnected and very closely related at the consumers daily life.
