One point inspired from the recommendation is that there should be a reliable and secured manner to authenticate a voter's identity to enable remote online voting. But whether Personal is the right solution is up to discussion. I believe as long as the government has a set of running system, which is capable to achieve the same goal (e.g. Singapore Singpass), on line voting shall be workable. In terms of personal preference, government can also conduct survey via email, or other means. Or it can make both online & offline voting channel accessible, and it's up to the voter's choice on the day.

Singapore has voting day as a holiday day.That does help on encouraging participation.
