I think there is a Residents' Committee for every neighborhood, maybe every dozen or so HDB flats. Great to have the residents vote for what they want. The RC also manages the bulletin boards at the void deck of every HDB block. Maybe there can be some things that allow people to vote there too.

Great idea! To further refine the idea, I am wondering if we can approach the Residents' Committee to start something? Best Curry competition? Table tennis tournament? CNY Spring Cleaning sale?
