Thanks for the comment Jake, I remember in Michigan seeing something similar on a minimal scale within a Krogers store, outside vendors could rent out a limited amount of spaces within a store and would send people to stock them. I mostly remember these outside vendors because they would get annoyed if I would ask them for help finding an item, they would reply " I'm not an employee here."
