Being a fan of good governance I like your ideas. I'm not sure if you are already aware of the concept of "resilience" or not. If not, in one way it is being applied to governance to help connect human activity with the environment that supports us in a very flexible way that helps 'top-down' control flow and "bottom-up' innovation.
