This is a really interesting proposal and I agree with you on the importance of data in decision making. I would be interested in learning more about how individuals with disabilities will be responsible for management and implementation of the program. I think it would also be interesting to hear your thoughts on how the collected data would then be used to for policy development and practice.
This is a really interesting idea and I know that you are the right person to implement it. I am impressed that the Action Foundation has already done research to inform your process. It would be interesting to look at universal design for learning approaches as part of your training to teachers. Rather than focusing exclusively on education for children with disabilities, UDL will help the teachers think about how to teach all students effectively.
