Mobile (cell) coverage in many parts of Africa is much more advanced that "we" tend to expect - in many areas there is no landline infrastructure which has accelerated cell phone penetration. It is generally agreed that over 80% of Africans had access to cell phones in 2013 (and this has continued to increase since then). Data network penetration IS more variable, but there are solutions to this for the sort of very small packets of information required for reporting these results - e.g. using SMS.
