Yes, they have in Tokyo too. But, I wasn't referring to use the machine. What I meant was the idea of incentive which is similar to your idea and how it can motivate people to get the work done. I know the example won't be helpful. I only suggested for the connection.

A reverse vending machine works the opposite way to a vending machine – you put in an empty drink container and you get to choose a reward for your recycling efforts. These machines are placed at the busiest areas in the city. My university (Billy Blue College of Design) gave us an opportunity to work on re-branding and promoting this project for City Of Sydney.
