James, with a 17 year old Vizsla dog family member, this idea resonates with me in so many ways! Recently, while in Sorrento Italy and Pompeii (the most ancient dog friendly city ever), I noticed how homeless dogs existed as a sub-culture, staking out certain areas and latching on to certain people and places that were accepting and supportive of them. My own dog, old as he is, has a keen sense of time. He watches the door every night starting at 6:30 PM until my husband walks through it. He also refuses to lay down in his bed at night until everyone else is in bed (takes hims while to adjust when the kids go back to college after a visit). And he knows when the neighborhood kids are due back after school and he monitors their comings and goings. He is a bit of a busy body to tell the truth. I think your idea has incredible merit! And as you say, these dogs are an under utilized resource in the community, capable of great empathy.
