Dear Brian, Yes the satellite idea is good. I am communicating with Inmarsat - an old UN satellite program funded by 28 countries at that time and now a private company Singapore based. They have a program in Indonesia connecting fishermen to their satellites - the goal of their program was not specifically directed at marine litter, however I've asked if we could connect to these fishermen too regarding monitoring at sea. We also asked PADI and a live-a-board association to team up regarding monitoring at sea.
