One thing to remember is that basic hygiene practices, which might be elementary in the western world, such as hand washing, may be completely foreign in Africa. Especially when resources such as clean water are scarce, it may be hard to create a cultural shift where hand washing becomes an adopted practice. It is important to emphasize how critical these practices are through any educational resources.

Another thing to think about is if there would be a way to redesign existing cooling technology in order to use is in these kinds of temperatures and climates. For example, could you use a solar powered rechargeable battery, could multiple people use one device, is there another cooling liquid you could use, etc.

Here is another example of similar tech: http://www.batteryheatedclothing.com/categories/Heated-Clothing/Circulating-Cooling-Clothing/circulating-cold-water-cooling-vest/
