Monique,I like the idea! Crux : Instead of a blanket quarantine for everyone exposed - and burdening the over-stretched hospitals - get them a self-reporting device.

Now,I think we can attain this even with a Jawbone Up24 - which is cheaper than the Apple watch and is already being used globally. Plus they've the Open Device Protocol (https://jawbone.com/blog/our-up-open-device-protocol/) out already.

So it might just about using their platform to make an app for Ebola monitoring & giving away the Up24 to everyone "at-risk". What do you think? :)
