The Key role of Chambers of Commerce
Since you are referring to jobs at the global level, I could but only think of the role of the Chambers of Commerce who are involved in entrepreneurship throughout the world. In France the Chambers of Commerce also have a key role in working with employers to identify what skills are needed along with giving entrepreneurial opportunities to job seekers. http://www.iccwbo.org/ is the federal body of the chambers of the commerce maybe its possible for them to open a project and give very practical ideas. There is also the JIC - http://www.jci.cc/ which can link young people together at the global level. Both chambers of commerce, agriculture and JCI could cooperate with provate and public partnership projects to identify.

Moreover, the International CCI website does not curently refer to global youth employment. It could probably open a project of partnerships with local grassroot actors in order to find / identify concete solutions.
This will help to monitor, measure and evaluate actually what can be done through institutional means as well as how much social innovation needs to happen to cover the entire issue.
