Taking the responsibility away from the victim

Why do we need to make women feel safe and empowered when that should be the norm? Maybe we are looking at this with the opposite perspective we should be looking at: How might we change the way men see and treat women?

Although it is important that women are safe in their communities, what is it that's making them not be safe while men are? Lack of basic social services, in example, affects both men and women. However, gender-based violence and social isolation affects way more women than men and are actually committed by men. 
So why do we need to make women feel safe and empowered when that should be the norm? Maybe we are looking at this with the opposite perspective we should be looking at: How might we change the way men see and treat women? Respect, support them and view them as partners?
