"Heimwegtelefon" Way home phone

You are on your way home? Dark streets? No people around? Even in safe cities women feel unconfortable in these situations. Therefore "Heimwegtelefon" (Translation: Way home phone) offers a phone service that makes women feel more confortable in sinister situation like going home late at night or on unfrequented streets. Call an operator (volunteers) which will have a nice chat with you after asking you for your exact location and your goal. Potential offenders are discouraged and the operator can react in worst case (e.g. alarming police). Above all, women simply feel safer and more confident.

How could we transfer this "western" offer to low-income, rural, areas or communities where mobiles are not widely spread?

How might we shorten the time to react if discouraging solely with the phone call fails?

This looks like it would be very comforting and ease anxiousness about being alone.

I remember reading that predators identify victims based on body language, including if they seem to be distracted. Many articles point to using a cell phone or engaging with technology as one of the main identifiers of being distracted (http://www.livescience.com/36929-safety-self-defense-tips-women.html).

I wonder if there is a way to create a tool that brings confidence, like this one, yet doesn't make the user a potential target.
