Create awareness, educate women!
Like they say "prevention is better than cure" women/girls ought to be taught at a very young age that they need to be vigilant as they are very vulnerable and can be easily intimidated by the opposite sex. This should start at schools as well as at home.

In my research, from the few people that I spoke to, I found that not every girl/woman is aware what should be done when they come across men/boys with bad intentions. They are even scared to approach the police and lodge a complaint.
Voluntery organisations and NGOs should go and educate these women/girls self defence techniques. There are NGOs like CARE and Swabhiman to name a few in India which work towards the empowerment of women/girls by providing them with some small scale jobs where they can earn and sustain. But what they are lacking in is that they are not teaching them any self-defense techniques. It is also equally important.
So, when a girl/woman is attacked first and foremost they should scream and draw attention but shouldn't keep quite and shun away. Then they can hit or bite the attacker accordingly. Having one or two self-defense tricks up their sleeve would be helpful.
The government should also take active interest and start self-defense lessons at schools. This way half the problem would be solved. The women at home can be taught by their kids as well as people from voluntary organisations and NGOs can go and teach these women by conducting a short course or classes on the same.
