What if during a large-scale disaster, I can say to the world “I have an extra loaf of bread, who needs it?”, or if I am in an unfortunate situation, I can say “I’m under the debris of a fallen building, come get me”? And everyone in the community can come to my aid. How many lives would that save in the first 3 days of a disaster? And what if emergency responders can know exactly how many people need rescue, food or medical assistance immediately upon arriving at a street corner using their mobile phones?
To build a platform where the entire community can interact freely during emergency situations or large scale disasters using mobile phone technology.
During the 2010 Haiti Earthquake and 2013 Philippine Typhoon Yolanda large scale disasters, mobile phones were used by affected population to send SMS regarding their status and needs, these messages where then dissected and inputted into a database for emergency responders’ use.
By building an interactive platform where users shall be guided on the format of SMS messages (analog) to be sent or are provided fields to be filled out on their phones using an app (android), data that will be collected can be directly fed into a database together with location-tracking capability without the need for intervention or seeping through and analyzing hundreds/thousands of SMS messages. In this regard, data
can be more dynamic and real time.

a. National/Local governments
c. Entire community
Registration to the platform can be encouraged prior to an impending threat to allow a “before” and “after” data comparison capability. Registration to the platform prior to emergencies can also be utilized for streamlining the process of accounting for displaced population.
In addition, a mobile point-of-sale system built into the platform can better channel in-kind donations.
HOW DOES YOUR IDEA TAKE INTO ACCOUNT THE CONTEXT OF URBAN SLUMS AND CLIMATE CHANGE?
The platform has practical application, w/ 3 major features:
1. Registration Facility
2. Emergency Reporting
3. Mobile Point-of-Sale for In Kind Donation
The entire population can register to the platform before, during and after emergencies using their mobile phones. Required information (not limited to) can be: Name, Age, Gender, ID type, ID number, Special Needs/Disability. After which, by using system analytics, statistics can be generated. Access to viewing statistics / demographics of registrants shall be limited to local governments, community leaders and certified non-profit organizations.
During emergencies, platform will allow the following:
a. Dial country emergency hotline
b. Dial nearest Police Station, Fire Department, Government Unit, Hospital and Embassy
c. Send SMS message (analog) or input details on App regarding emergency status
For SMS option, each registrant can also have control on releasing his location and details of needed assistance to all other registrants within his radius, his name can be anonymous. This is advisable in case need is immediate and during a time when responders couldn’t penetrate the area
