Backpackers are already going there so let's enlist them to deliver birth kits to remote villages.

Keep the process simple (Backpackers register online and are assigned a birth kit for delivery to a midwife in a specific village) and trust them to do it. There could also be kiosks at major airports recruiting backpackers for delivering the birth kits.

They might even get involved with learning new skills, helping locals and have a better backpacking experience in the bargain.

This is a smart idea for using an existing resource for an additional purpose. The benefits are apparent, and backpackers would have the opportunity to participate in a program that would help others, at no cost to themselves.
