How to make a mother who does not have a cell phone to receive prenatal care by ... cell phone? This is one possible solution that will make anyone who has a cell has an incentive to help.

The pendant in the photo is just a detail, ok? But one detail that will allow the concept is feasible.
The idea is simple: if I help a mother make her prenatal exam by phone, I will receive credit for my phone.
It is interesting, but I see three potential problems:
1 - how to avoid the high possibility of fraud;
2 - how to identify a pregnant woman participant in the program;
3 - to encourage women to participate in the program in the correct day, throughout pregnancy.

The pendant has two functions:
1 - He identifies the woman participant in the program. With a typical cell, the woman calls a central. In the recording, pregnant women should be identified. The pregnant woman is identified by a beep emitted by the pendant (by pressing a button). Each woman participant will receive a pendant that will beep only, different from all others.
The pendant emits a series of beeps, which will be interpreted (by the central computer) as the identifying number of the pregnant woman.
Without wifi, bluetooth etc.. Works on any mobile phone and even public phones.
2 - A pregnant woman may receive a warning that it is the day of consultation. Weekly (or biweekly, etc.), the pendant will beep, warning pregnant women who arrived the day of consultation. She will ask the aid of anyone who has a phone and calling the number indicated (written on the back of the pendant), answer the questions recorded and, if the software (central computer) recognizes the need for answers to medical monitoring, the pregnant will talk directly with a health professional, by phone and, if necessary, a local medical care.

After the consultation, the owner of this phone will receive credits, and pregnant, if do all the follow-up correctly, will receive, at the end of pregnancy, this one prize too.

The pendant identifier will prevent anyone could pass for a program participant, avoiding scams, work as a schedule of consultations and to identify publicly the mother (if she so desired) as a program participant.

What is the minimum level of mobile technology needed for this concept?

It is necessary to develop the pendant, which will have a very simple technology, but should send a signal identified with a good level of security against fraud.
A software for recognition of sound patterns.

How could this work in a low-literacy context?

It is possible that works even in a context of low or no schooling.
