Planwise: Geospatial analysis for immunization coverage

InSTEDD aims to use Planwise to detect underimmunized populations across the globe by calculating coverage and unsatisfied demand based on demographics, road and pedestrian networks and resources. To do this work we aim to partner with some locally based organizations that we have worked in the past on other health related projects.

Explain the innovation (2,500 characters)

Optimize the location of resources to guarantee the best coverage for the provision of a certain service is an unsolved issue. Usually governments and NGOs do not have an unbiased way to make informed decisions on where to physically locate their efforts or facilities. Planwise aims to address that by providing a data-based automatic optimization for geographically locating efforts, that maximizes the coverage for a specific budget available. There is a wide range of beneficiaries of Planwise, from the people living in underserved areas to the health providers trying to optimize their work and impact. Imagine a certain city in East Africa where population is increasing fast. Having the projected raster demographics and the information of the health centers where children can be immunized, and setting a maximum amount of time that the people can invest to move to the facilities Planwise will be able to calculate the underserved areas and the optimal location to place new health facilities. Planwise uses geographic information such as road-networks (Open Street Map) and land-type (flat land, forests, mountains, rivers) to determine how easy it is to traverse the terrain, and what geographic catchment area a facility would have in a certain place. It then uses census information to determine unsatisfied demand, calculating numbers and geographic distribution. With that, an optimization algorithm suggest locations for new facilities that would maximize the increased demand coverage. To determine existing demand (potential beneficiaries of a service), it can load many types of sources: census information coming from via different methods or punctual sources that any community based organization can provide. We are still in a pilot phase of this solution, but so far we did some pilot testing for Childcare facilities and laboratory planning to enhance coverage on different diseases in in Niger and Ethiopia where we've been working with ASLM. Big cities in these Gavi countries tend to have a fractured public transport and busy traffic, which creates situations in which people might be 3 hours away from a health center. By analyzing the current situation, road networks and population density, Planwise can optimize the available (and often strained) resources, and determine the locations with the highest ROI.

Who will work alongside your organization in the project idea? (1,000 characters)

We don’t have partners yet for this particular idea, but we are actively collaborating with RTI International in health-related projects and we plan to involve them, and through their network understand how to better engage with ministries of health or country-based organizations working in immunization.

How is your idea unique? (750 characters)

From what we have seen in conversations with several ministries of health in Africa, the planning for location-based efforts is extremely ad-hoc, manual and biased (e.g. building a health center somewhere because it’s convenient to an available lot or proximity to another public building). We propose to use a data-based approach, so that the available budget is put to the best possible use.

Could this idea potentially integrate waterways (ie rivers, lakes) etc? It could potentially help expand into some rural areas that are hard to access due to a lack of roads. Is it possible?

Yes, it can integrate with waterways, the map we are using to calculate travel distance includes waterways information.
