Making sanitation desirable and valuable

I just had to include this image, taken in the bathroom of a broken down bookshop in London in the 1980's, run by a heroin addict. For me, this image takes the conversation away from sanitation and into inspiration...what does it mean to make the toilet more than simply functional? Are there ways to encourage people to use toilets rather than not? What if there were communication opportunities that were possible? Education? News?

Composting toilets, waterless urinals and space toilets. How can we avoid the use of precious water which carries disease with it as it flows and removes water from the drinking cycle. I'm not sure how these technologies work, but how could they be employed at lower cost and higher volumes?
