toilet = infrastructure + job + social space = maintenance + ownership

In South African townships I noticed that many residents take an informal ownership over the public toilet located near their house. In some cases this means charging people in the street, or visitors to the area to use the toilet. The 'owner' usually has a key to the toilet to ensure it is not vandalised. I also noticed the social spaces created around the toilet/laundry areas. Amplifying these ideas, infrastructure could become a business whereby a local trader sells goods such as toilet paper & hot water (solar powered?) in return for services - maintenance of the infrastructure.This would create an economy around the service point that would also provide jobs for residents, and ensure the maintenance of the facility which is a core problem.

For sure, definite ability to increase the scope and services of these nodes/service points as you suggested. Perhaps based on the site (space, participation level of residents, budget & infrastructure available) the complexity of the infrastructure could increase or decrease (eg. treatment plant, electricity etc etc are added on accordingly, or even over time as budget and resident interest and involvement increases)
