It is easy to determine baby's physical development and facial looking rather than mental development stage. It is important to caregivers to know at what extent their babies have grown mentally so that to help them choose what to do next to them. It is very important to know that if we have a practical tool which will be helping caregivers to determine levels of their baby mental development stage will help to learn together and inspire them all. The tool consists of individual stage development objects to sense, touch, see, hear, move, align, assemble, press, open, close, and finally if a child  is able to play with a tool to the suggested stage accordingly we are sure a child have developed enough mentally. Caregivers might help to instruct their children and teach how to play with a tool properly. Tools might be put into stages technically designed to develop and determine early child’s mental development stage. Example, when a baby is born is normally not able to see and recognize objects though eyes are there, also will not be able to hear at sounds though ears are there but is able to respond when their moms put on their breasts. So the question comes from when (time) will this baby be able to see and recognize objects, or hear sounds, respond to commands coming from sounds. Early Language Development Tool (ELDT) is a standardized sound tool, objects shapes, color design designed to determine stage of mental development of children.

Language is a most important tool in communication expressing feelings and desires while performing activities described verbally or through actions. Children aged 0-3 understands better specific type actions, sounds, colors, motions, responses, feelings, objects, and the like than others. This acts like a language to them touching their minds through feelings, desire and intentions to do things. Babies never taught how to cry, laugh or smile. We need to determine why at some times babies cry, what things make them cry and what is the effect of that cry? Caregivers need to determine when baby are about to learn new things, or likely to learn, or have got what we have instructed. All these questions are essential, that is why some babies love more their mom than their daddies, but not all babies love their moms some love their daddies than moms. There is a certain understanding on baby on the case. Cries, laughs, smiles, responses, delayed responses, neglects are the major responses given by the babies while expressing their feelings to their care givers. Babies are not born empty minded, except that the mind needs to be shaped and developed at the right moments. Early language development tool (ELDT) seeks to emphasize caregivers to learn baby language level of development. Type of objects looked at might have different effects on developing child's mind and thinking and mental. Moving objects do better than stationary objects for early age babies while stationary objects do the best for older babies than moving.
