What problem does your idea solve?
The livelihood conditions of the persons with disabilities are below the poverty line in the coastal belt of Bangladesh. They are excluded by the finance institute such as bank and micro-finance institutions etc. Lack of skills and employment make them burden for the society. To overcome this challenge YPSA has launched an intensive micro finance program for creating employment for them which will contribute to achieve SDGs 1 and 8 in Bangladesh.
Explain your idea
YPSA has a micro finance program targeted to 50000 people where people with disabilities were excluded; an intensive financing program and skill development were required to generate the employment for persons with disability. YPSA will select 10000 persons with disabilities by an intensive household survey in the working area. From 10000 persons with disabilities 100 self –help organizations/ groups will be develop and each of them will motivate for own capital generation through regular savings. YPSA will select 5000 persons with disabilities out of 10000 to provide micro-credit supports, USD 250 will be given to each without interest, only 5% service charges will be added and USD 251 up to USD 625 could be received by 6% service charges considering the future program sustainability. Before the financing, YPSA will arrange different need based skill development training and support for business development. YPSA used to monitoring and follow up them. Already some of them have been established themselves as a successful model of self-employment. 100 are successful in their business and they have taking loans for the second time to expansion and they have made linkage with the local markets. So it is considered as a model and ready for the further scale where YPSA wants to contribute a matching grant with a partnership. YPSA also planning to develop an intensive database, telephonic helpline, interactive feedback system etc. for effective implementation of the program.

YPSA planning to reach 10000 persons with disabilities among them 50% will be female who are directly benefited and indirectly 100000 will be benefited through intensive micro finance program. Also other micro finance organization could replicate this model by which another 500000 will be benefited.

How is your idea unique?
Persons with Disabilities has included with the successful inclusive financing activities. They make saving groups and started small business through micro-credit loans from YPSA. They can be apply online loan from their home by E- Micro finance facilities and successful entrepreneurs will get grant money for their business expansion. A dedicated credit helpline will be established so they can directly communicate to the service provider. YPSA considered the types of disabilities, gender and their needs while loan disbursement. We provided different types loan without interest, only 5% service charges added. We have given need-based training for skill development and support them to linkage with the local market. A digital database will be developed by an intensive survey and regular monitoring and success observation can be possible through this database. Meanwhile YPSA provided different training to increase advocacy skills so they can claim the rights stated in UNCRPD and SDGs.

Young Power in Social Action (YPSA) is a social development organization runs Micro-Finance program since its inception. Currently we have a partnership with Palli Karma-Sahayak Foundation (PKSF), an apex development organization established by the Government of Bangladesh (GoB), for sustainable poverty reduction through employment generation. YPSA has the roll to implement this program and PKSF has provided funding credit, we are looking for partnership to further scale up this innovation.

What are some of your unanswered questions about the idea?
It’s a piloting by the YPSA and supported by the government own micro credit apex foundation PKSF based on its success it will be expand in other part of the country and it will support the existing national skill development policy and Persons with Disabilities' Rights And Protection Act 2013 and helpful to achieve the SDGs 1 and 8 poverty reduction and employment generation and UNCRPD article 27 employment. Persons with disabilities are the poorest of the poor with lack of skills and employment opportunities are excluded by the micro finance organization even though our country is considered as a land of micro credit. This intervention could serve as a model for others. This initiatives has received zero project award 2017.

How has your idea changed based on feedback?
Through the community feedback we realized, only micro-credit cannot solve the unemployment problem of persons with disabilities. Hence, YPSA have included distribution of grant, conduct a self-assessment, establish the feedback mechanism, developed a market linkage and reached the unreached and more vulnerable people with disabilities. Also with the feedback suggested to increase more women participation, YPSA recruit more people with disabilities as staffs. Based on community feedback, YPSA loan size is now increasing US$ 250 to US$ 625 . That means, persons with disabilities could receive loan by US$ 250 with 5% service charges and US$ 251 to US$ 625 with 6% service charges will be added considering future program sustainability. YPSA consider the vulnerability, innovation etc. in loan disbursement. Also members will receive one time grant for their business expansion.

Who will implement this idea?
YPSA will implement this project through its micro finance program. The project located at coastal belt of Chittagong, Bangladesh. A group of 32 devoted full time staffs will actively work among them 15 people with disabilities will give their best effort. Although YPSA has a partnership with Palli Karma-Sahayak Foundation (PKSF) but their main roll is funding. YPSA is looking for a partnership through a matching grant to expand the project where 50% fund will be contributed from YPSAs end.
Using a human-centered design approach, you may uncover insights that lead to small or foundational changes to your organization’s existing strategy or processes in order to unlock the potential of your idea. How would your organization go about making such changes?
YPSA has a strong communication mechanism. YPSA General Body govern by 59 members, annually meets in the General meeting. The General Body approves the Constitution of Organization's, the coming years budget and activities. The Chief Executive, as member secretary, informs members about Organizational Progress. The 7 members Executive Committee elected by the 59 general members for 3 years. The EC Committee approves the organizational policy, manual, short Term & long term (5years) strategic plan. On behalf of EC, Chief Executive provides strategic direction. Moreover, YPSA has a team of Directors, Accountants, Program Managers, HR Manager and Operational staffs who work under the guidance of organizational policy. YPSA has a procurement policy for ensuring transparency and accountability.
What is it that most attracted you to Amplify instead of a more traditional funding model?
Amplify is attracting because it gives us the opportunity to modify our idea to make more ideal. Furthermore, Amplify engaged more people from the community with their real life experience, they contribute to shape up the idea. It also gives us ample guidelines to organize our idea. We disseminate our small initiative all over the world and this initiatives will fully meet one of the world’s most pressing problem “reduce stigma and increase opportunities for people with disabilities”.
What challenges do your end-users face? (1) What is the biggest challenge that your end-users face on a day-to-day, individual level? (2) What is the biggest systems-level challenge that affects your end-users?
Income generation activities is good for survival but for their further expansion in a big volume the common stigma comes from the society that persons with disability cannot do anything due to lack of education, mobility skills and accessibility issues. Since these groups are living hard to reach area so addressing the information rights of marginalized communities are still behind the mainstreaming of development. Participation of Persons with Disability to access and claim their rights are very limited and addressing the Disability inclusive disaster management at hard to reach area also a big challenge. Moreover, financial institutions have no confidence to finance them, which creates a biggest challenge for their employment generation and further expansion of business.
Tell us about your vision for this project: (1) share one sentence about the impact you would like to see from this project in five years and (2) what is the biggest question you need to answer to get there?
By 2022, YPSA aims to generate 5000 employment and 25000 people with disability will directly benefitted by this model. The biggest question is how the successful people will go for business expansion because commercial banks are not yet accessible for them. Micro credit provider also reluctant to work with them. Hence, we need to make an intensive plan for employment generation of persons with disability. This piloting could create a big hope considering the above situation.
