Emplohyment inclusion of persons with disabilities within the government administration in Afghanistan
Promote employment of persons with disabilities within government administration based on the national 3% employment quota.
What problem does your idea solve?
This project will promote employment of persons with disabilities within the government based on the 3% legal quota by:
- advocacy on employment of persons with disabilities at ministries and departments;
- capacity building to raise the skills of persons with disabilities to match the jobs requirements within the government administration;
- providing update counselling and information for persons with disabilities to apply for the jobs.
Explain your idea
First, the jobs available are identified, assessed and categorized to understand the nature and characteristics of the jobs. This will help us to fully understand the jobs nature and types. Second, we will identify persons with disabilities whose qualification match the job nature. The background, skills and education of persons with disabilities are also categorized based on the job requirements. The gaps between the ability of persons with disabilities and the jobs are identified because it will help us to know exact what the gaps are that may create problems for persons with disabilities to get the job. Then capacity building training will be organized to fill the gaps and enable them to meet the jobs requirements. Third, an advocacy team will be organized from the persons with disabilities who are looking for jobs. The objective of the advocacy team is to directly advocate at government ministries, parliaments and departments for employment of persons with disabilities. This face to face advocacy will help us to know what exactly the authorities need and what the challenges are in employment of persons with disabilities where less than 1 percent persons with disabilities are employed in government offices. The advocacy team will interact with authorities and push them to implement the 3% legal quota in government ministries and departments. By doing so, opportunities will be created and government will be forced to employ persons with disabilities in government.
Persons with disabilities who have education, skills and abilities will get job in the government offices based on the national law.
How is your idea unique?
This is unique because it legally supported, jobs are available and persons with disabilities have the competency to get job in the government offices. It also provides opportunities for persons with disabilities to be involved directly in employment advocacy, which give them to develop and act as forefront advocates for inclusion of persons with disabilities in employment; they will break the mindset of the authorities practically that persons with disabilities have the necessary education, experience and knowledge to work in government offices.

Afghans Landmine Survivors Organization (ALSO) was established in 2007 as a local NGO. The objective of this organization is to promote the rights of persons with disabilities based on national and international laws. ALSO has been able to implement more than 25 projects in advocacy, education, physical accessibility, public awareness, peer support and livelihood in collaboration with national and international organization in Afghanistan.
