What problem does your idea solve?

In Pakistan PWDs are facing number of socioeconomic problems. Yes they are consider stigma and burden on the families and they are ignored, As a result they are unable to get access to services like education, health and livelihood opportunities and they spend isolated and miserable lives among the communities they belong to. Our organization is striving to work for the welfare and uplift of PWDs in FATA to create friendly, inclusive and conducive environment for them

Explain your idea

To bring lasting changes in the lives of PWDs we will implement this project for the Persons With Disabilities (PWDs) at three Tehsil of Khyber Agency of FATA Pakistan. We have registered community based non profit organization here in FATA having local staff and volunteers.I along with my team and volunteers will be engaged while implementing this idea. We have the experience in the field ,Previously we have supported Ministry of Federal Education Basic Community School while distributing wheel chairs in FATA areas.Currently we are working jointly with the Directorate of Basic Community Schools Ministry of Federal Education while implementing basic education community schools project.We have also est close coordination with Social Welfare department FATA. This idea will be implemented under the umbrella of Human Centered Design.We will be developing tools for identifying and assisting the beneficiaries for each activity and intervention. All staff and volunteers are local of Khyber Agency FATA. There are mainly three type of intervention while implementing this idea.We will start with coordination meetings with line department and law enforcement agencies to create supportive environments.Next we will community mobilization and organization to bring a sense of ownership among the target communities while involving local PWDs. We will conduct village level awareness sessions and to level the field for starting up other project activities like skills development training

Who benefits?

PWDs of Khyber Agency FATA will get benefit from this idea.There will be three type of activities for PWDs under this idea.1)They will be trained on learning tailoring skills to earn their own bread and butter 2)Provision of Wheel Chairs 3) Conducting awareness and sensitization sessions and advocacy events for construction of Ramps at their houses schools.Target area is Khyber Agency. Under this idea 300 PWDs (Male 70% Female 30%) will be benefited directly . The age group is 15 to 45 years.

How is your idea unique?

There are so many social and economic problems facing by the persons with disabilities in Pakistan.For the last one decade our people in FATA is suffering of natural and man made disaster.Terrorism and militancy have further worsen the situation in our areas. People have lost their lives and deprived of their belonging and livelihood opportunities. Like everywhere,persons with disabilities living in our area often belong to poor families.They are in dire need of support and facilitation in this regard. My idea is unique firstly, for the first time being local, we will be implementing this idea at war and terrorism stricken areas of FATA. Secondly we will train them as skilled PWDs to be able to spend respectful and independent lives. Thirdly this project will be implemented with the support and the involvement active local PWDs in my area Lastly first time we will be lunching campaign where we will conduct advocacy events,sensitization and awareness sessions.

Tell us more about you

I am a sociologist and development practitioner working in development sector since 2003.I have worked with different national and international organizations base in Peshawar Pakistan Together with my colleagues we have registered an organization named Sustainable Development Organization (SDO) in 2009 under social welfare act 1961 of Pakistan. Currectly i am running the same Sustainable Development Organization (SDO) as Chief Executive Officer (CEO) along with other colleagues.

How has your idea changed based on feedback?

Since I have started working on my idea with OpenIDEO, meanwhile I am learning a lot of new things from the comments and feedback of the colleagues, participants and OpenIDEO team. I have come to know that working for PWDs is vast and technical field where I have learned technical things about PWDs and problems and issues facing by them.After feed back from OpenIDEO we included skills development trainings to be arranged for PWD to enable them to spend independent and respectful lives. I have also learned a little about Human Centered Design while studying the tool kit but still to be learning a lot about HCD. For me this is hundred percent new forum and style of work that is why it increases my curiosity and zeal for learning things and doing something new and unique. Sometime I feel proud and happy for receiving the positive feedback and I start thinking that my this little effort might bring great changes in lives of PWDs in my area

Who will implement this idea?

Sustainable Development Organization (SDO) team will manage and implement this idea. Almost all staff members including volunteers are from local areas of Khyber Agency FATA. I myself as CEO will be playing leading role while implementing this idea. We may assigned responsibilities like Project Coordinator, finance Officer, Three Social Organizers and office assistant will be full time engaged to support this effort. Beside this, idea will be supported by up to ten volunteers including PWDs.

Using a human-centered design approach, you may uncover insights that lead to small or foundational changes to your organization’s existing strategy or processes in order to unlock the potential of your idea. How would your organization go about making such changes?

Decisions related to constitutional amendments or changes are taken by Executive Body consist upon seven members.Beside this we have few and limited number of staff members in the team and all decision are taken in consultation with all staff members.Therefore it provide equal buy-in environment across the organization

What is it that most attracted you to Amplify instead of a more traditional funding model?

The most attractive things are the style and methodology of OpenIDEO and HCD which is always going to compel you to think, start and developed the ideas and projects. It has unique strategies from the idea and research phase till implementation. The other positive thing is the seriousness of the OpenIDEO team and their experts. They give realistic and timely feedback and comments.Further Amply challenge are more flexible and implementing bottom-to-top approach from the design.

What challenges do your end-users face? (1) What is the biggest challenge that your end-users face on a day-to-day, individual level? (2) What is the biggest systems-level challenge that affects your end-users?

The end users in this idea are PWDs. They are facing a lot of challenges and difficulties. They are often belong to poor families they are not able to get proper treatment and health facilities throughout their lives. They are not getting educational and skills development opportunities to be able to spend good life. Their families consider PWDs a burden on them and they think that they can’t do any job in their lives that is why minimum care and attention are given to PWDs. In addition to this, in daily life they are ignored throughout social gatherings, discussions and sharing common communities affairs. Another system level failure is that PWDs are not the priority for the policy makers therefore meager amount of budget are spent for the well being of Persons With Disabilities

Tell us about your vision for this project: (1) share one sentence about the impact you would like to see from this project in five years and (2) what is the biggest question you need to answer to get there?

I would foresee that after five years, more aware and PWDs sensitized community will be emerged and PWDs will enjoy spending independent life while having basic facilities and more opportunities for them. QUESTION: How we would mobilize the local resources,sensitize the stakeholders and policy makers and to influence the government policies to allocate more resources and budget for PWDs of FATA

Will the free His Hands Reader mother tongue literacy videos with local hand sign support help with empowering the Deaf in Pakistan with literacy skills?

Getting deaf children to schools for the Deaf in a rural society is problematic in a resource limited economy.

The His Hands Reader mother tongue literacy app(s) will help to increase inclusion for Deaf in Mainstream society as Hearing children learn hand signs as they too learn to read.

The HHR app has a 1742 video hand sign dictionary subtitled in three languages: local mother tongue, local business language and English. Also, video reading primers with word by word hand sign assist. The app runs on the lowest cost smart phones in Pakistan. Every home and school conveniently becomes an extension for MLE (Multi-lingual-education) education for disabled and their Hearing siblings which serves to foster inclusion.

Hi Shabir! you have shared a useful idea in the support of people with disability and their needs. Since, Khyber Agency, FATA is badly affected from a prolonged militancy and displacement where approx. 150000 families of Khyber Agency were displaced. After successful military operation, the writ of the government established now in the area and displaced people returned back to their native areas. six seven year long militancy and displacement increased the vulnerability of women, children, elderly persons and persons with disability. you idea is mainly focusing PWD, which is the ignored segment of our society. Poverty and ignorance are two important factors which further increases the miseries of PWD in the rural communities of Khyber Agency. The overall environment is not PWD friendly and thus they are more vulnerable. The social system has least attention and importance towards the issues being face by PWD and similarly, the building structures i.e. schools, hospitals, public offices and houses don't have special arrangements for PWD. Livelihoods is another burning issue for them as they considered as a burden on the society.
Your idea has very well addressed the issues of PWD and to make them empower both socially and economically will lead them to a independent and dignified life.

Nice to read your feedback and comments.Yes this is the harsh reality that FATA areas has been suffered alot during internal conflicts and terrorism. People have lost their lives,livestock,infrastructure and all their belongings.Beside this 20-30 % people are yet to be return to thier homes as conflicts and operations is going on in some areas of FATA. During this deteriorating situation,PWDs are the most vulnerable and ignored segment at our communities. They even become burden on their families during displacement dislocation from FATA areas.Keeping in view the above crucial realities,we along with OpenIDEO want to contribute for the betterment of PWDs and to be able to reduce their sufferings .There are alot of things need be done for the welfare and empowerment of PWDs but we will be focusing mainly on three areas while implementing this disability challenge .1.Economic empowerment- through skills development trainings 2-Awareness and Sensitization- through conducting advocacy events,sensitization sessions in the villages and communities level and Mass awareness spreading Key messages on FM redio Khyber. 3-Provision of Wheel Chairs for the most poor and vulnerable PWDs. I am Shahid working as Program Manager in Concern Worldwide, Pakistan and have closely worked with SDO. I know Mr. Shair Hussain Shinwari since 2010 and I am familiar with his work and his organization’s engagement for assisting poor and destitute since then.
Khyber Agency which is part of the Federally Administered Tribal Areas (FATA) of Pakistan is highly neglected, marginalized and poor Agency. Since 2008, the Agency experienced increased levels of internal conflicts and has been hugely impacted by the on-going struggle against terrorism in the region. Due to governments operations against non-state armed groups, there is significant population movement since 2008. Returns to areas declared safe occurred between June 2009 and late 2010; however, continued military operations in FATA caused additional displacement throughout 2011/12/13.
The Agency is characterized by low income, low education; lack of health facilities, clean drinking water and sanitation and lack of appropriate livelihood options especially for women and persons with disabilities (PWDs). There is overall lack of awareness about the rights and special needs of PWDs among general masses at communal as well as government level. Due to these reasons the needs and requirements of PWDs are always ignored at government as well as communal level in various schemes including health, education and infrastructures.
The proposed IDEA is practicable and desirable since it will create general awareness among the population as well relevant government department and will benefit the most vulnerable and poor people in the target areas. By this IDEA, SDO will be able to address the special needs of people with disabilities through awareness about constructing steps/ramps with the latrines. People will be informed about site selection for latrines and taking suitable measures for safety/security, ease and safety of access to water, sanitation and other social services. SDO will prioritize women, elderly- and children-headed households with PWDs at their homes.
SDO will sensitize the target communities to design separate and easily accessible latrines for women with disabilities with availability of lights and water; proper and easy seating arrangements and proper doors in the latrines. Target household will be educated to maintain and regularly clean the latrines for PWDs at their homes. The school level awareness session about needs and rights of PWDs and arranging special facilities like ramps to classrooms, libraries, laboratories and latrines will help students with disabilities to access education with ease and dignity. The provision of wheel chairs will further assist the target population with increased awareness among general masses about addressing special needs of PWDs.
Tailoring is among the most suitable, dignified and easily adoptable livelihood option for PWDs in Khyber Agency. SDO through this IDEA will select PWDs among men and women for this skill and will train them in tailoring.
Few Suggestions:
1. SDO needs to define proper criteria for the selection of beneficiaries / PWDs for this intervention in order to help the most needy, poor and vulnerable households/ PWDs
2. SDO should develop coordination with relevant government departments including Social Welfare Women Development , Education and Health Departments at Agency level and liaise with local representatives and elders to transparently identify beneficiaries and implement the project.
3. Alongside wheel chairs, SDO needs to provide sewing machines and sewing kit including essential items like Scissors, measuring tap etc. to the beneficiaries of tailoring training to enable them to quickly start their business at communal level.
4. Proper monitoring, data collection and reporting be ensured during the project.
5. An end verification and impact assessment should be done after the completion of the project to assess the relevance, effectiveness and appropriateness of the project.

.One important point ,we will also work for the registration of PWDs with Social Welfare department of FATA Secretariat.After registration a disability certificate is issued while fulfilling the required documentation and medical reports.This is important to be eligible for claiming a job on disability special quota in different departments.This certificate is also helpful accessing health and the other services of the government or any other donor agency.Registration process has already been started but still there PWDs who even don,t know about Disability Certificate and its importance.This will also bring authentic data to be used for informed and realistic decisions .In a meeting with officials of social welfare department, i discussed the same and they appreciated the point.They said that alot of PWDs have been registered but still need more efforts in term of awareness and advocacy among the communities living in for flung areas to get them registered

SDO is playing a key role inmonitoring and supervision of BECS. Hi...! I am Zahir Ali shinwari, a permanent resident of Tribal area FATA Khyber Agency Pakistan. I have completed my Master's degree in Political Science from University of Peshawar in 2000. I have 14 year Professional rich experience in Social sector. I am also a member of “Sustainable Development Organization” (SDO) working on diverse’ social issues of human rights, education of poor and street working children, health and sustainable development.
Being from FATA and with relevant education and experience, I would suggest Two important points in the overall programme. (1) Provision of skill and vocational trainings to PWDs male/female at their respective community to earn their livelihood to live with dignity and honour. (2) Health and hygiene session will be commence to enhance healthy environment in the area.

First of all I would like to introduce my self. I am Obaid ur Rahman Assistant Director Social Welfare FATA. As far as Sustainable Development Organization (SDO) is concerned which is already registered with our Department and very active in providing social services in FATA. All the management of SDO belong to Khyber Agency FATA and have innovative ideas for the the uplift of the people of the region. Whatever Mr. Shabbir proposed and commented , Social Welfare FATA is agree with. Social Welfare is mandated to identify and rehab the PWDs in FATA by providing them helping aids and skill development in different trades in accordance with their disabilities. FATA has been a war-hitted region for the last 15 years and ratio of disability is far more greater as compared with other regions of Pakistan. Social Welfare being a government department, has a meager share (0.15%) out of the total budget allocated for FATA. In this scenario we support civil society organzations to fill the gaps through donor's funds by utilising the services of the CSOs in FATA. We encourage the donors and other organizations to invest in FATA specifically in disability through active and dedicated CSOs to work for the betterment of PWDs in FATA as they are the most deserving segment. We also encourage donors to come to FATA and to build the capacity of the employees of Social Welfare, Education, Health, Livestock etc to get knowledge to serve the PWDs in a right ways as disability is a cross-cutting theme. We also tried to work on the global Conventions related to human rights, Women/Child Protection, disabilities other national laws/ordinances/regulations. In short, I would recommend the suggestions of SDO and we will provide technical and mobility support to the organization in provision of services especially to PWDs. Regards

It is great to hear that you will be linking with government agencies. Motivation has worked with several wheelchair services in the Peshawar region to deliver training in different types of World Health Organization training in appropriate wheelchair provision. Some of these institutions include, Akbar Kare Institute, Paraplegic Centre, Peshawar, and PIPOS Rehabilitation Service, Peshawar. I wonder if it might be useful to link up with them? It is already in implementation by Paraplegic Center in the province of Khyber Pakhtunkhwa but not in FATA areas. Some questions that came up: How are you thinking about managing provisions of wheelchairs within the constraints of given environments i.e. where proper assessment, making accommodations (ramps), or design standards might not be commonly practiced. What collaborations are necessary to make this program sustainable?
“This idea is desirable because it will increase mobility of PWDs and their integration in the society. Wheelchairs will help PWDs access to resources and increase mobility. Trikes (Tricycle) will increase long route travelling for people living in far-flung areas!”

How does this idea consider user needs?

Some considerations that came up: 1. What’s the knowledge of design and accessibility standards of accommodations for people with disabilities in the area? 2. The idea is set to address mobility, accessibility and community thus enabling independent life. It cannot be applied only by distribution of wheelchairs and constructing ramps.”

• Are there other similar programs in the area? If not what does the training program look like?
• How many active wheelchair users are available and how will they be engaged?

I am really thankful for your positive feedback and comments.
Provision of wheelchairs and construction of ramps would not only achieve the purpose of mobility and accessibility for PWDs but it has also medical and psychological impacts. We have uneven, rigid and hard earth surfaces here in our areas. While having these two facilities, PWDs would be able to avoid dust, unhygienic environment and mental fatigue. Further these two facilities are often greatly helpful to protect PWDs from small injuries during their movements.
In regard to Technical aspects of ramps construction or accommodation, people here in FATA areas don’t give due attention and importance to make houses and building PWDs friendly. There are a lot of houses and buildings where there are male or female PWDs but don’t have ramps for them.
In this project we are planning to support some of the vulnerable and poor PWDs in construction of ramps. This would be simple break work and concrete (sand+ Cement) up to ten feet of length depend upon the structure of the house, Hujra (Community Centre) and school. But the main focus will be on conducting sensitization and awareness sessions among the communities to create awareness on importance of ramps, and other needs and rights of PWDs.
This project will be implemented in denotified and cleared areas after military operations against terrorism and extremism. Therefore the assessment of PWDs for provision of wheelchairs and construction of ramps and other awareness activities will be carried out in the areas where there are no issues of movement. We have good working relationship with the department of social welfare FATA and Directorate of Basic Education Community Schools FATA and all security and law enforcement agencies. We are planning to design and construct simple ramps (Break work and Concrete) through provision of materials or lum sum financial support to some vulnerable PWDs at the target areas.
Other point has been discussed by open IDEO team where tricycle has been suggested. We can think over it if it is affordable and user friendly. I have suggested wheelchair but if tricycle is more useful for long rout traveling at far flung areas
Provision of wheelchairs and construction of ramps will be helpful to cover the inclusion aspect and avoid stigma of being PWDs. To make them economically empowered and to spend independent life and earn for their families, we are planning to include skill development trainings for PWDs of Khyber Agency FATA. Currently training of PWDs on tailoring trade is very suitable in our environment and it has great scope in the market. We are assessing the number PWDs, we would be able to train under this project.

Dear Maria,
Thanks for your feedback.Yes the wheel chairs will be provided free of cost but repair and maintenance of the ramp and chair will be their families's responsibilities.Further I would like to share that we have joint family systems here and by involving their families members,on one side we would achieve the goal of inclusion in thier communities and on the other side this will ensure the sustainability aspect of the project.Thanks
