Spreading relevant information with large set of population

What I experienced in India was that a brief message was automatically added as a caller tune to all outgoing calls. 

To grab attention, the message starts with a 'coughing' noise and tells about critical information like helpline numbers and social distancing. 

However this burst lasted only for 3 days before people got irritated. This helped every population strata to be at least aware of the situation. 

Extending the idea, smaller 15sec ad style messaging may help to spread the idea.

Interesting. I don't know if our systems in the US could do this but I get an annoying text every month from my cell phone provider about my bill that I can't turn off. I've been surprised that they haven't sent anything out.

Even I am surprised to hear it. Well if I go beyond the annoying part, it was the only truthful source to spread the awareness at the time. I think the CDC must do something in general to spread awareness.
