Interesting. I happened to be in China in December, Europe in Jan and Feb, and US in March, this is exactly what happened in all these 3 continents. In China, when the whole country announced an emergency and mandated people to stay at home, LOTS OF old people still go out and hang out with their friends until the government enforced stricter policy like using a drone to regulate illegal gathering.
