In Belgium and France, elderly people can do their shopping before the rest of the customers. So there is enough left for them without other people are hoarding. For example from 8-9. 

Part from article: Delhaize is opening its stores only to over-65s between 8.00 and 9.00 in the morning.  Colruyt has temporarily suspended its home delivery service because it is overwhelmed with orders. Other supermarket delivery services are experiencing long delays. Since last week, there has been an influx of shoppers in supermarkets, despite prime minister Sophie Wilmès’ appeal to the public not to panic buy. Major supermarket chains rallied to reassure customers that there was no major risk of supplies running short, with some increasing the number of deliveries.
