2.1. Background Information/Situational Assessment Clearly state the existing situation or problem(s) you are seeking to address with regard to resilience of the local population; detailed analysis of challenges, constraints, opportunities. SouthOmo Zone forms bigger Karamoja Cluster of the Intergovernmental Authority on Development (IGAD), and is predominantly inhabited by agro-pastoralists. South Omo is one of Zonesin Southern Nations, Nationalities and Peoples Region (SNNPR) and is bordered on the south by Kenya, southwest by the Ilemi Triangle, west by Bench Maji, northwest by Keficho Shekicho, north by Semien Omo, northeast by the Dirashe and Konso Special Woredas, and east by the Oromia Region. The zone that has eight Woredas and the Jinka town administration (the Zone Capital) covers 24,249 km2 areas. According to the population and housing census conducted in 2007 (Central Statistical Agency, 2008) the total population is projections for 2017 is 767,915. RESET II and ODP EU

2.2. Innovative solution and technical approach Based on the information you provided in the situational assessment and your description of the problem you are seeking to address, clearly state the detailed argumentation of the innovative aspect of the project and how it contributes to solving the challenges/problems described. The action’s theory of change is that; if value chain and market systems are functional within real time digital systems and operated within a mutually agreed formal partnership, there is bound to be improved efficiency and effectiveness within the fishing and livestock value chain system and fish market institutions. The success of the pilot phases will be documented and disseminated due to demand and priority generated incentivized products and audience tailored levels trainings skills scaling up and replication among other fish value chain and animal health extension delivery systems within South Omo Zone and its neighboring Zones of Bench Maji, KefichoShekicho, SemienOmo, Dirashe and Konso while research replication by other research institutes such as Jinka University Research Department end fish markets in cities within Ethiopia. Further spiral replication or scaling up will be expected beyond Ethiopia to the neighboring cross border areas of the bigger Karamoja Cluster of the Intergovernmental Authority on Development (IGAD), North west Kenya, southwest by the Ilemi Triangle, Kenya, Uganda and South Sudan through impact of the innovation it terms of its appropriateness and beneficial dividends, best practice and cases studies documeStakeholders involvement is key to implementing the project
