There are a lot of lessons and techniques to be learned from Dengue epidemic occurred in Southeast Asia. One of the techniques used is deploying mosquito larvae eating fish, such as killfish, guppies and mosquito fish, to stagnant ponds, water reservoirs and sewage canals. Similarly mesocyclops, can also be used to reduce mosquito population. Mesocyclops was used in Vietnam to biological control the dengue epidemic.

That would work really well on larger areas of standing water like ponds, lakes, streams. Best to research fish native to the area than introducing a species that might have a negative impact on local fish populations and environment.
