Mainstreaming transgenders to ensure the preservation of their legal rights as citizens of Pakistan by enhancing their productive skills

Problem: Socially excluded transgender shunned by even families. Barring a few closet transgender who succeeded due to white collar jobs, majority from low income families are shunned to the extent of denial of burial services. Their only recourse is to be provided for by a Guru (mentor) who puts them into a life of prostitution, singing and dancing for cheap thrills. Belittlement and violence against transgender community is also common at the hands of public and police. Opportunity: Pakistan’s legal system, for over 7 decades was silent on this inhuman treatment until 2017 when due to activism of Pakistan’s Human Rights Defenders, Transgender Persons (Protection of Rights) Bill 2017 legislation came into effect. It categorically defends transgender legal and societal rights. While these legal frameworks make slow progress towards implementation, the immediate challenge is societal. Pressing need to (a) educate transgender on their legal and civic rights (b) uplift socio-economic profile of community through social entrepreneurship. Idea: Work Stream A: Technical training of selected 100 transgender in 3 Pakistan under-served, conservative districts of Lodhran, Multan, Bahawalpur in mobile phone repairing, home appliances repairing, aviation reservation and office receptionists. Internships will be arranged for trainees with relevant organizations for 2 months. Work Stream B: Technical training of 30 Transgender Gurus on (a)legal and civic rights (b)community organizing and mobilization skills. Work Stream C: 6 (2 in each project district with 30 participants each) transgender citizens-local police interactions forums organized for swift complaint redresses and trust building. Work Stream D: Legal and civic rights training workshops of 250 transgender in 3 project districts. Work Stream E: 9 (3 in each district with 30 participants each) media –transgender forums organized focused on Gender Inclusive and Gender Sensitive reporting

Following is the exact break down of the total 530 direct beneficiaries: Work Stream A: 100; Work Stream B: 30; Work Stream C: 60; Work Stream D: 250; Work Stream E: 90 The project also envisions indirect beneficiaries reached out and inspired through advocacy and outreach campaigning as a second output of (Work Stream E). Focusing 3 project districts of south Punjab (Pakistan) and covering a broader provincial/regional spheres, the multimedia outreach is likely to benefit another 5,000 transgender individuals; 15,000 supporting individuals from cross-section of society; and 50,000 citizens to be more aware, sensitive and responsive towards the rights of transgender in Pakistan.

Targeted livelihood interventions to economically and socially uplift the shunned Pakistani transgender community aware of their legal rights and transforming mainstream media narrative into positive social acceptance in the local community. Project idea unique that it; (a). capitalizes on existing transgender-mentor (guru) relationship. (b). empowers socio-economic status of transgenders. (c). bridge building between transgenders and police. (d). creating recognition for success stories from accomplished transgenders individuals. (e). influencing acceptance and integration at societal and familial levels through perception change campaign and media buy-in.

Lodhran Pilot Project and Individualland came across a case shared by transgender in a consultative meeting where movingly narrated being exploited by the police with no legal resources and no one to stand with her and console her.

Peace and Prosperity •It is observed that transgenders have acceptance towards all diversities; religions, castes, sects etc. Therefore, they are a key stakeholder in ensuring a peaceful society. •Enhancing their skills via trainings will expand employment opportunities for them, and assist in their economic uplift. •Mainstream and social media will be utilized to create awareness regarding the rights of transgenderes. Moreover, the prejudiced behavior of the society and its impact on their lives will be highlighted. •Not only will the transgenderes be familiarized with their rights; they will be engaged on their active and responsible role for the well-being of their community. •By taking out more and more transgender individuals from prostitution, begging and indecent informal jobs/criminal network exploitations – the project will help reducing space for drugs and crimes as well as help improve micro and mezzo level economic development by generating livelihood/social enterprise

We are working alongside with Individualland (IL) & M&R Consulting. 1- Individualland is a research-based organization working on thematic areas including media, peace-building, gender, climate change, governance etc. The organization has 11 years of experience in working on the aforementioned themes in 40 districts across Pakistan. Please share some of the top strengths identified in the community which your project will serve (500 characters)

The transgender community is keen on taking part in innovative initiatives that aim to enhance their skill. Moreover, Pakistan has a number of prominent members of the transgender community including a model/ news anchor, doctor, beauticians, and civil society activists, who are role models for those transgendered individuals that aspire to be a part of the mainstream society. Most recently a couple of transgender individuals have announced contesting the forthcoming general elections as well.
