Colombia’s history shows a trail of violence that has perpetuated and internalized in its society and in time. The State has created disarmament, demobilization, and reintegration initiatives within the framework of international law, and of the negotiations carried out with armed groups prior to the signing of the Peace Agreements with the FARC in 2016. Between 2002 and 2016 more than 55,000 people demobilized, taking this initiative in an individual or collective way, and taking the risks posed by the armed groups they were part of. The Agencia para la Reincorporación y Normalización-ARN (Reincorporation and Normalization Agency), former ACR, is the government entity in charge of accompanying former all guerrillas in their process of reinstating to society-PPR. In the case of those demobilized, this process is done throughout a route that targets many dimensions. It aims to develop personal capacities, overcome the vulnerability situation, and the autonomous exercise of citizenship. One dimension is Productivity (economic resources to create business units), which consists of guiding the population in formulating, presenting, implementing, and following up on their productive initiatives, so that they can become a life project that allows them to generate a sustainable and permanent income for them and their families. The CORPORACIÓN MUNDIAL DE LA MUJER COLOMBIA-CMMC has executed this project since 2015 in different regions, prior to the Peace Agreements. People who have received this accompaniment have shown more stable and profitable productive units. The methodology starts with a productive attitude diagnose of the participant, allowing us to determine his or her vocation, and then the entrepreneurship diagnose in which a route of action can be assessed and tailored made (rural/urban origin;collective/individual). Who are the beneficiaries? (1,000 characters)

It benefits Colombians over 18 years of age, in process of being reinstated, who were part of an illegal armed group (FARC, ELN, AUC) and decided to demobilize, return to the law, create productive units and benefit their families and communities. The main purpose of this project is to seek greater coverage and efficiency through the design and implementation of an intervention and monitoring system that can be applied throughout the country. We will continue to serve the reinstated population, calculated in more than 7,000 (10% could be beneficiaries), and our experience will allow the model to be tested. Meaning that the professionals of the ARN would also benefit. The CMMC plans to transfer the methodology and the implementation model so that their existing capacity in field increases. Finally, the main beneficiaries will be the communities, victims of the conflict, because productive initiatives can achieve reconciliation, prosperity, and lasting peace in Colombia.

How is your idea unique? (1,000 characters)

In 2015 there was a gap in the accompaniment given to demobilized people in the process of reinstating: when they opted to create a productive unit they were not given specialized counseling. Aware of this deficiency of the ACR/ARN, the CMMC had a unique offer: form professionals in each region with the methodology SEA PRODUCTIVO. And thus we’ve been able to accompany the PPR's in an accurate manner. The absence of a similar offer in the regions is measured by the growth of the program. We started in four regions and today we reach nine, serving about thirty populations. A second phase centered on field is required, to scale it and replicate it. We propose a co-redesign of the process, led by the Center for Design and Innovation-CDI of the CMMC, involving all affected through meetings, testimonies, and lessons learned to leave this capacity in the hands of the 400 reinstated professionals of the ARN, all over the country and in contact with the demobilized population and the community.

The CMMC designs intervention routes tailored to each beneficiary and provides support in the implementation of everything learned, now focused on the Colombian countryside aware of its abandonment and of the need to recover it as the only way to achieve productivity and reduce of poverty. PRODUCTIVIDAD PARA LA RECONCILIACIÓN II combines all these strategies of the CMMC to demonstrate, with an offer that articulates all involved in the different regions, that peace in Colombia will be a reality.

This project focuses on reconciliation and forgiveness with economic growth, pursues family reunification, and the return to the Colombian countryside, which has been hit hard by the conflict and offers real possibility of growth. It is aimed at demobilized participants who, through their reinstatement route, want to be part of the economic framework of the country with productive initiatives that will contribute to the prosperity of their territories. Reconciliation is built by strengthening the capacities of the people in the process of reinstatement to develop their productive initiatives so that these become sustainable, preventing possible reoccurrence in conflict scenarios. Prosperity is achieved by making these productive initiatives sustainable, so they create new economic dynamics to obtain decent and sustainable incomes. The whole context is framed in the principles of inclusion, tolerance and acceptance, as the only way to achieve harmonious and permanent development.

Who will work alongside your organization in the project idea? (1,000 characters)

This phase of the project will be developed hand in hand with the professionals of the Agencia para la Reincorporación y Normalización- ARN (Reincorporation and Normalization Agency - RNA), from its area of co-responsibility. Also we will work with territorial groups, public institutions (nationwide, departmental and municipal levels) and with private institutions, present in the territories, so that through their contributions real and feasible business opportunities can be generated, which is fundamental for the implementation of the project.

High resilience capacity. They are aware that this is a unique opportunity to rebuild their lives from legality in the company of their families and their communities. Discipline, developed through life experiences, and perseverance in their reinstatement process. Full awareness of the debt they have with the country and society and the obligation to participate in the recovery of Colombia to restore the damage the country has suffered because of the war, especially in Colombian countryside.

How many months are required for the project idea? (500 characters)

36 months, divided into three phases, coordinated by the CMMC: 24 months of design and implementation, 6 months of methodological transfer, to leave capacity installed in the territories in the hands of reinstatement professionals, and 6 months of follow-up. A second control (CMMC follow-up policy) will be done after 6 more months of development. Monitoring translates into the measurement of results and the presentation of management indicators based on the CMMC's own methodology.
