Local contractors going-on with construction after being contracted for schools renovation project in Tanzania

Since 2016, the government of Tanzania has been providing funds for renovation and remodelling of its building infrastructures both for teachers’ colleges, primary and secondary schools, where the projects are executed through the method of force account as a procurement method. Under this method, the procuring entity is required to purchase all the materials required for the project from the suppliers and use of local technical labours for implementation of the required activities both obtained through quotations. Both activities are supervised by supervising consultancy under the procuring entity. This method of contracting minimises procurement processes and it empowers locals residing in project areas. Moreover, force account enables the Government to purchase goods basing on market price.
Our idea is to develop an online learning space through which local contractors can acquire the necessary training, capacity building, manuals, and general information that will equip them with the technical and financial skills needed to not only apply for tenders but to win them too. Generally, we would identify what already exists but is not fully utilized and provides a framework for its full utilization including listing number of councils together with their respective recipient schools, colleges and universities that would have been disbursed with money for contraction. Therefore, the equipped local contractors residing in that project areas will be familiar with the opportunity, then bid and win. Unfortunately, most of these local contractors who are in favour of the Government's empowering efforts cannot explore to the fullest these procurement opportunities due to delay in knowing the opportunities, lack of skills and capacity as well.

Each year 900,000 young Tanzanians enter the job market that is generating only 50,000 to 60,000 new jobs and the number is ever increasing year after year. One possible way to address youth unemployment is to support young people in creating their own businesses. Reason behind, is that most youth have the interest and potential to become self-employed. However, despite being the key driver of economic development, small, micro entrepreneurs receive little support to grow. Loans from banks and microfinance are not well designed to support such businesses to scale because of the strict terms and high interest rates. Therefore, our company would support this SMEs in the community specifically local contractors who could be either an individuals or in organized groups or youth owned registered companies then they will be equipped with financial and technical skills as well as being familiarized with various government procurement opportunities through our online portal
How is your idea unique? (1,000 characters)
There is currently no known training or capacity building offered to local contractors who are current in favour with the Government’s move to empower them through the use of force account in contracting various schools, colleges and university renovation projects. Also, Our idea will tap the minds of the leading procurement professionals within Government to provide practical knowledge, for free. Government Procurement officers are the best placed people to provide this training because they best understand the Government procurement laws, regulations and processes. Moreover, this idea will be characterized by decentralization of the procurement training and capacity building across the country to anyone who can get access to the internet.

In Tanzania current there is a mismatch between number of the available jobs and the number of youths entering the job market. Regardless of this scenario the youth retain their spirits, interest and potential to become self-employed. Hence, increasing number of youths who are ending up in the SME Sector and especially in the informal sector and remain the fastest growing sector of the economy and the major creator of jobs and growth

Prosperity is stimulated by the available pool of information (advertised Government tenders/procuring opportunities through force account, technical and financial skills for tendering) from a variety of public sources and generate interactive analysis to SMEs, individuals, service providers who can make an informative data-driven decisions to bid and win those procuring opportunities
Who will work alongside your organization in the project idea? (1,000 characters)
To increase our covering capacity to bring more local contractors to the program, the company will collaborate with Registrar of Companies in Tanzania to ensure that we can get access to youth companies dealing with construction at the point of registration. Also, regarding my experience of being part of the team that supervise all this projects through the Ministry of Education, Science and Technology and my familiarity with all Municipal Engineers in Tanzania, we will introduce a comprehensive and very targeted sensitization campaign to all local contractors at Municipal level to ensure we reach where they are. The program would also network with various Youth Programs, Engineers Registration Board and Colleges specifically the ones that impart vocational skills to the community e.g Vocational training Authority, Folk development Colleges and University Students Associations for awareness creation.

In Tanzania there is high unemployment that has led an increase of people who end up in the SME Sector including this registered youth companies dealing with construction. Hence, informal sector in Tanzania has remained the fastest growing sector of the economy and the major creator of jobs and growth hence, has a surplus of companies that need to be capacitated. Familiarity with all Municipal Engineers as well as School Management Committees would help to access various local contractors easily
The idea would cover the whole country likewise those government programmes do
How many months are required for the project idea? (500 characters)
The project would be implemented for three years but the development of an online portal can be completed during the first year of operation (Because all Public information on Government Procurement Opportunities are there, but lack a centralized portal with which the beneficiaries can access them easily). Moreover, our project would be sustainable by introducing a little fees for beneficiaries that would help us to cover some of day to day operational costs of the programme.
