Launching Hurricane Preparedness & Climate Change Adaptation Careers Targeting At-Risk/Ex-con/High School Drop-out Youth

Non-violent youth offenders & juveniles will be trained to build a new disaster preparedness industry targeting underprivileged populations.

“Change Da Climate (CDC)” is a futuristic catalyst envisioned for The Bahamas to experience a shift in social, economic and environmental circumstances. The model is one that merges the rehabilitation of young offenders, the dire need for hurricane preparedness and a proactive approach to adapting to climate change impacts in our country. CDC will recruit and train high school dropouts/ youth juvenile offenders and ex-cons toward careers within a unique yet-to-be-developed niche industry in our country. Management and operation of a hurricane preparedness co-operative venture will be member-staffed by these youth. The target market would be lower income families that might not be able to afford the labour costs or have access to resources associated with basic hurricane preparedness. Public Education around climate change would also be a function of CDC. The purpose of CDC is to: 1. Reduce the rate of recidivism, prevent economic driven crimes [Peace] 2. Develop new skill, create new industry, supply underserved populations [Prosperity] 3. Increase adaptive capacity by formulating unique approaches to and executing mechanisms related to climate change [Planet] We will build a network of community partners to assist in the development of the CDC structure. These partners will include a violence prevention nonprofit, community engagement and advocacy movement, environmental consultant, market research firm, cooperative league, national training institute, private counseling center, mentors, volunteers and a public awareness & marketing firm. Each partnership will include activities to contribute to the necessary stages of CDC’s establishment and development.

How is your idea unique? (1,000 characters)

“Change Da Climate” demonstrates multifaceted moves toward peace, prosperity and planet from a proactive standpoint. The purpose of this proposal is to shift the culture through transformative action within the three aforementioned areas. These actions will empower and encourage membership staff, who will have a stake in the benefits of the program through a cooperative framework. This viable alternative not only offers participants employment, but ownership in an innovative venture that they would proudly affiliate with. Lower income households will have the opportunity to afford certain services they would not have been able to prior and their outlook at the membership staff will eventually change from one of disdain to a disposition of respect.

2016 statistic show the incarceration rate in The Bahamas at 379 per 100k inhabitants while the average global rate is 144 per 100k. The vast majority of inmates are young men. Our Department of Corrections holds around 1,500 inhabitants, which is 162% of their capacity. Some living conditions are reported to be sub-human. Cost to the government per inmate is around $14,000 and 42% of them have not been convicted, but are awaiting trial. We believe these young people can be productive citizens.

Please explain how your selected topic areas are influenced, in the local context of your project (1,000 characters).

Peace is influenced in part by the extreme economic inequality. CHILDREN under 14 have the highest poverty rate in the Bahamas according to 2014 national statistics. It was also revealed in the same report that 40,000 people (out of a 380,000 population) live beneath the poverty line on less than $5,000 per year. Prosperity is thwarted because of a failing educational system with a 'D' national average and low literacy and numeracy rates. It is also impacted by low and high level government sector corruption that goes unchecked. Planet is affected by climate change to which The Bahamas is particularly vulnerable and undereducated.

Youth is the highest unemployed demographic in The Bahamas and the rate of incarceration of youth is also very high. We will have no shortage of applicants to work on this project and it will be an opportunity unlike any other they’ve likely been presented previously.

Congratulations on your project. Many countries are working on your targeted community. Youth is our future and we must all work towards helping them make the most out of it.
When reading about your idea, we couldn´t help researching about the mentioned Hurricanes. We understand that one of your goals is to be prepared for the worst case scenario if a natural disaster were to happen. But, it seems that “new” natural disasters tend to be stronger than the ones holding a not so honorable record. So, we are intrigued to know how your program is developing tools to be ready for “Unknown strength natural disasters”.

Hi Irene Márquez ,
We focus on hurricanes because that is the most tangible experience to connect with our targeted community, but we intend to supply these youths with a foundation to prepare, mitigate, reduce or recover from any natural or man-made disaster. Tools such as problem solving, critical thinking, ethics, resource management, disaster management, procurement, etc. will help the youth sustain themselves and sustain others.
